I use Picture Manager, which is included with Microsoft Office 2010. After cropping, I use the Auto Correct feature, which almost always improves old photos -- darkens the light ones, lightens the dark ones and sometimes maybe sharpens and improves contrast.
For touch up and more advanced features, such as removing spots, I use Microsoft PhotoDraw (1998 version), which is no longer supported by Microsoft. PhotoDraw has a short learning curve compared to PhotoShop and Corel PaintShop Pro. PhotoDraw may still be available, but sometimes it acts a little funky.
