Chris, you are correct. I remember hearing it called the Phelps Garage, and that would have been long after the original owner died. At one time, it was called the Potter County Garage. (I have the impression that John Rigas paid to have the structure demolished. By that time it was an eyesore.)
Attached is the obituary of William E. Phelps (1871-1928). His widow is Matilda A. Tuttle (1873-1937). Her sister Rebecca L. Tuttle (1884-1948) was married to my grand uncle Fredrick M. “Fred” Mitchell (1880-1940).

The building in the background on the right is the old Potter County Garage which I believe was a Texaco station. It's long gone and now the site is just a vacant lot.
