My grandfather Clair Wilcox (2nd from right) captioned this "Five Potter County warriors at play." He enlisted in the "Students Army Training Corps" in October 1918 while at the University of Pennsylvania and was discharged in 1919.

The Students Army Training Corps (SATC) included a naval component known as US Naval Units and Naval Sections. Two of the men in the photo are wearing Navy uniforms. The WWI Veterans Service and Compensation Files show that individuals were inducted in SATC, but I’m not sure they would also show Naval Units where appropriate.
Cindy Palmer is correct that Bryan Seibert attended Penn with Clair Wilcox, but Bryan is not listed in the news clip.
Of the men listed in the news clipping:
--William Klein Gunzberger (aka Will and Billy) also attended Penn.
--Walton Robley Swetland attended Pettie Institute, Highestown, NJ.
--Thomas Vassar Caulkins Jr. attended Denison University in Ohio.
--Robert T. Grabe attended Penn State (then the Pennsylvania State College).
Records for Wilcox, Gunzberger, Caulkins and Grabe show they were inducted in the SATC. I did not find information about any other Potter Co. men who were in the SATC. (That does not mean no other men served, I just couldn’t find anything.)
My speculation: The photo was taken in Potter Co. when the men were home for a break from college. Some or all of the men in the photo could be those listed in the news clip or Bryan Seibert.
The attached ad gives a good description of the SATC and the Naval Units [The Boston Globe 20 Sep 1918 Fri p14].

The photo looks like it might have been taken by a professional photographer. Is there anything on the back of the picture?

The second paragraph of the attached clip [The Potter Enterprise 26 Dec 1918 Th p1] contains the names of five men, including Clair Wilcox, who were home from college training camps. I think these could be the men in the photo. However, the men named could have been attending different colleges.

None of the other names include the one fellow (I think it's something like Bryan Seibert--will correct if I find later) who was definitely at Penn with Clair. It is possible some of the others were at Penn in other years, but I think your speculation that they were at different colleges is likely.

Cindy Palmer Do you know where the photo was taken? The men are wearing uniforms for different service branches, so I am wondering if the photo was taken in Potter Co.

Gerry Hamilton I would have to double check the order of the album, but I am reasonably certain that he took this on vacation home from college, likely at the time you mention. I don't think he would have tried to get together a bunch of hometown folks while *at* Penn. Too busy with all his extracurricular activities!
